im new at it, took one class 4 years ago that didnt work out well....
but im at it again since i might actually make a career out of it since the "project" im working on is with my sister(design) and brother,the sites for his company.
im looking more into a broad programming area for a hobbie and career,
but right now the website is most important till the company gets going :)
 
I would recommend HTML5, CSS3, Jquery, PHP and Java as your all round programming languages for web development. These languages cover the majority of front and back end development. As a hobbyist web developer myself I would recommend using Sublime Text 3 (it's a great text editor, the best I've ever used and has increased my productivity by far).

I've just got back into Web Development myself as a hobby. I would suggest playing around with WordPress.

Get yourself a free cloud server from OpenShift, setup Wordpress and have a play around with HTML5, CSS, PHP etc...
 
A good tool to use in my opinion is Notepad++ which has an inbuilt FTP program. Although I personally use Dreamweaver. :)
 
I have been playing around for years building websites for myself, using different methods . Dreamweaver, hard coding to name a few. I recently built my first e-commerse site using joomla and sold it.
 
Editplus is an excellent all round editor for html and a host more.
