wireless abroad

Hi Everyone
I am currently away working in south africa and have found a internet wifi zone in our local cafe/pub. None of us can get online but the wireless connection is there as it allocates an ip address we just cant connect with i explorer. Does any one know of a solution to this? it must be something to do with ie as other people are walking in and using theres also the owner cant work out why. This is on four differnet laptops now please help!!!!
 
As Karym6 is saying 99% it is a pay for access point. When you try and visit a web site it should automaticaly direct you to the providers web site.
 
and hopefully give instructions on how to pay for it.

That is, of course, if you get anything at all.
