not used one but from what it says on the site yes it can as rom cards are MOSC and you need your prog to be a pheonix

The reason i ask is because it doesnt state which crystal it has on it and i hear people on here saying you need one with 3.68mz not 3.57mz
is this true ?

yes u need a pheonix at 3.68mhz but if this dont work (it says mosc) u can get ur money back
mosc means modifiyied original smart card
which means rom 10 and 11
