Whose services to enlist for a major development project

All,

I am volunteering some of my time to help a local trust purchase land and go through a planning process with the council. Because the land is green-belt, there is a lot of homework required which I am unable to dedicate time to. It appears that the council would consider applications, but only if it fits their wider plan for the area.

What sort of bodies or firms are out there that would normally be used to ensure a smooth and successful process? Are there any search terms that I should use? I feel that this is beyond the scope and skill-set of an architect as this is not your standard residential development; but rather would be a community centre for all to use.

What type of area do you live in as planning laws vary in many ways.
 
make appointment with the local mp mate if you can get them on side you have a much better chance with council
use the fact its for a community center to benefit the locals. find the builders that are doing the local developments and speak to them
as good chance these will know the local restrictions
