He's probably referring to the mainboard regulators, U 801 (the most commonly damaged) U802 and U805. although there are a bunch of Reg's on the PSU itself that once failed will be really hard to diagnose. My advice would be to change out the caps on the PSU for good quality, named brand ones before you have complete failure. At that point, you won't be sure if it's a mainboard or PSU fault. Try to find an old ATX PC power supply (these are available for pennies) and power your box directly from that, It will at least confirm whether you have a PSU or Mainboard issue
