When a vpn provider states, 3 devices for 12 months, 5 devices for 12 months, does this mean I can use a vpn on a device at three different IPs, or is this 3 devices in one household?

I would of thought it means 5 devices at any i.p. (location).
I assume when You purchase the vpn they will give You a unique code for 5 devices for anywhere.

Yes, you can access on any devices with different IPs but depend on what VPN are you using I am using ExpressVPN for torrenting, gaming and streaming
