The UK government says it will consider the possibility of introducing extrajudicial 'pirate' site blocking so that rightsholders will not have to go to the High Court every time they want a resource rendered inaccessible. Further work will also take place in the Android and Kodi app arena, to identify ways the supply of infringing content can be disrupted.

That might help in the UK, but there are tens (hundreds?) of thousands of Brits overseas who cannot access the material legitimately. This is a booming market that won't go away.

I just don't see how, when you have VPN that can teleport you anywhere on the planet how is it possible ?. It's a bit like when they started fining people for downloading .mp3's in the hope they scare the living daylights out of the masses.

Streamings here to stay, period

They'll just go after VPNs then, and the providers of them. At least the ones that dont log.

Well where’s there a will there’s away...

If you sell petrol to someone in a canister it doesnt mean their going to commit arson. What I mean by that is, you can't shut all VPN's down because a small percentage use it for CS or IPTV.

The logistics on finding out and shutting down VPN's would be a huge undertaking to the point of nigh impossible Can you imagine the man hours and the law process ? it beggars belief. As fast as one goes down up pops another, It's an impossible task

New method from powers above is not only for ISPs to block streams but to block host server.
A good provider should not require a VPN as there is method to get round it. Most have now used this method.
Although still loads out there don't know how to.
A VPN is useless if server is blocked, this has been happening more of recent. New server is required once its been picked up.

Hiding behind a CDL, will only work for so long. Don't forget a CDL will give you up to the fuzz quicker than you can get food down your neck. Why do you think the bigger vendors have gone underground, I dont believe there are any CDL companies that accept bitcoin at present, and even then they can trace the bitcoin payments.

@silverdale believe it or not, it would be very easy to block VPN providers. You can simply block the servers running the software, even with IPv6 they can block you. 5 eyes or 7 eyes are already sniffing all the traffic coming to and from their countries, and they can just block things that they dont want. China already does it with TOR and with VPNs. The governments have much more resources than any person(s) out there. And when they track you down, they just hit you with massive fines, and threats of imprisonment, and you either fight them and lose, or shut down, and agree to their terms. Until there is a country that will actively stand up and say "We're happy to have this here" then it will continue, and even when a country does that, then the rest of the world will just use sanctions as a means to get what they want.

I agree they could stop the bigger ones serving to all commers (ones adverised freely), but surely the smaller ones (word of mouth) will slip through the net? :)

Yes of course but loose lips sink ships. Someone down the pub knows someone who can sort it out for you and suddenly the wrong person knows and they’re getting busted. As soon as stuff becomes mainstream is when it starts getting clamped down on. How long was CS going before sky lost it and changed the encryption and went after people. Same with VM, same with Kodi and it’ll be the same with IPTV.

People are also inherently greedy, there are always people looking to make some quick bucks off of other people’s work. Some of those are even members of this forum.
