Computer generated images made to depict children in positions of sexual abuse will be made illegal.
The legal loophole that allows drawings and cartoons of abusive behaviour towards children will be closed, the justice minister Maria Eagle said.
It has been speculated that such images are genuine but have been processed through online photographic technology to make them appear like drawings, bypassing their position as being illegal.
However, under the new rules, which followed a public consultation, anyone caught possessing such images could face up to three years in prison.
Ms Eagle said: 'These new proposals will help close a loophole that we believe paedophiles are using to create images of child sexual abuse.'
She added that the new legislation was not about criminalising art or more general pornographic cartoons.
At the moment, under the Obscene Publications Act, while it is illegal to distribute or sell computer generated images of child sex abuse it is not illegal to own them.
