Spotlight tv

Can anyone help: Am trying to get Spotlight tv as the replacement for Keep It Country. Supposedly on 28.2E 11082H 22000 euroband. Have tried rescan and can get other channels on same 11082H but no Spotlight.
Thanks for any suggestions
