Phone Unlocking sim locks on o2 and voda

hi everyone, am i right in thinking that o2 and vodafone don't lock there phones, so are all unlocked when bought on a contract.

All the o2 phones that I have had have been open to all networks, but my latest vodafone is not.

It depends quite a lot on where they are purchased / upgraded from.
From what I've seen carphone whorehouse don't lock a lot of their O2 phones, but most of their Vodas are.
Not an exact science. Sorry.
