There is no remote way to do these, unless you pay your network provider for the unlock code.
They can be unlocked by cable, and some software which is now free but the phone needs to be opened and one of the tracks on the circuit board needs to be cut before it will unlock.
For the amount of money the serial lead will cost to make / buy you may as well take it to someone that does it for a living.
