Samsung Combo TV help required

Whilst trying to setup this tv, it comes up with words PANEL LOCK in red. Cant do anything with buttons on tv (tune,programs, volume ). I dont have original remote control, but tried universal remote control, cant unlock or get rid of this message. Cheapset remote control for this tv is in excess of £20.

Looked up on net , cant find an answer. Any suggestion or ideas welcomed

Its Samsung Model No: T1-14P1-DF. Its a 14" Combo with VHS - silver in colour.
