Riseing Damp?

As allot of you will know I have had my new shed built, however there are some issues occuring.
Firstly the old fooring has riseing damp in some areas. The builders didn't redo the old foor and now there is patches appearing of damp.
What would be the best way of solveing this?
The builder said the plastic under the underlay and wooden flooring will be sufficent.
I agree it will stop the damp raiseing above the plastic but obviously the damp will still be getting to the concrete.
Is there any way to resolve this without breaking the concrete and redoing it?
I think hes going to get a sealent to add ontop of the concrete but I doubt this will be the solution.

What you experts suggest?

theres no way to stop that problem if ya see the other shed thread they did the job right and lined the area 1st
theres a few ways to slow it down you wont stop it , its porous and capillary action is working against you a sub floor will work but must be done right ...
 
In the long run will this be a major issue?
Or is the riseing damp bareable. As long as it doesnt affect the flooring majorly and ruins the shed, ill be happy.
