Recycle bin

when a file is deleted from the recycle bin on windows xp is it
deleted forever or is their a way to restore it.

Ive got tuneup 2006 and i can restore what ive deleted but i think it only goes back a certain time

There are a few progs out there that will rescue files.

Search and Recover 3 & File Rescue are the favourites it would appear.

Some offer free trials, although they may not let you actually retrieve the file without paying for the full version.

Have a google for "rescue recycle bin deleted files" and it'll give you some options.
