I only passed my test later in life on the 01/06/2011 but yesterday I got a letter from the DVLA saying I need to update my driving licence picture. When I looked on it the start/expiry says 01-06-11 to the 17-02-17 at a cost of £14 those dates make no sense. I thought it was 10 years. Is it to do with my provisional or something ?

Wow, you're lucky DVLA even send out a reminder. Here it is up to the driver to check and know when things expire- which many don't and only find out at a road-side check (of which there are many) and presented with a hefty fine. It is one of the state's ways of raising extra revenue.
Could it be to do with your DoB? Again it's different here- you have to renew your licence when you're 40, 50, 60 etc., irrespective of when it was issued.

Maybe includes the time you had your provisional licence - it wasn't valid from 18/02/2007, was it?
