No downloads

Just tried to download the file PSP Grader v005 and it says that downloads have stopped.
i've been trying for days but bleeding IDM keeps downing a webpage instead of the file and using up my limit and now the files gone.
can i get it any other way plz.

just checked it download for me, ok it was slow but it came down fine
