Icloud locked phones?

Out of curiosity, is it possible to bypass the iCloud lock?
A lad in work happened across an iPhone X and found some link to a person claiming too bypass it for £100. (Without sending the phone. Just IMEI)
I said, he must have priveliged access to Apple's server's or something??
He said there were a few locked ones on ebay, going for a few hundred? I wouldn't have thought they'd be worth that much for spares?

I know you can by a component for the ipad v4. You remove the old chip and replace it with a a fresh one. so it might be similar.

I too would have thought you needed the handset to reflash chips. But this chap just wanted IMEI. May be a scam, but if not, they'd need access high up in Apple to deregister the phone.

Yeah i saw the handest just now on aliexpress. Wish i knew someone near me who'd do it. Got an ipad4 wasting away here!
