Hit And Run - Caught On Cctv How To Zoom Etc..

My car has been hit by a passer by,, i have got the cctv and it clearly shows the car reversing into my car and hitting it and then driving off. heres the problem, i went to the police station with the hard drive of the recording and was told that it will take approximately 2 months if not more to locate the person as i dont have the registration number and they cant be arsed to speed up the process as no one was injured. So i would like to no how i can use some kind of software or recommend a place where i can take my cctvhard drive and they can zoom into the picture and provide me with the registration number..

i would like to complete this urgently as i need to tell my insurance company also and the damage is was too expensive to repair myself,, thanx in advance...

A lot also depends on the dpi of the camera mate as well, sometimes you just cant make these things bigger hope you catch the fooker though.
