I'd definitely drop that PSU and buy a better brand. My last few PUSs have all been from Corsair; but Antec, Be Quiet, ThermalTake, and Seasonic all have good reputations. EVGA is relatively new to the PSU market, but I've only heard good things: EVGA Super Nova NEX75B 75W Bronze Semi Modular Power Supply - Ebuyer

That GFx card should be good enough to play most games on at least medium at 1080p. If you're looking at 1440p panels or better, definitely look at a better spec GFx card, like FocuS suggests; if the budget allows. As a rough guide though, find out what the minimum and recommended specs are of the games he will be playing. However, bare in mind the GFx card is probably the piece of hardware gamers will upgrade the most often.

While the 750Ti is an awesome card for the price, for a £/$700 budget I'd be looking at 950s.

You could easily match those system specs for half the budget there, I'm not sure where you're shopping but I'd shop around.
