Not that i know of.
I tried looking for a downloader apk a while ago but no luck.
So i just install apps using adblink now

Download > adbLink

Register with Amazon then use one of these paypal test credit cards until it works and allows downloader to work, the silk browser is worth getting as well.

use a computer to make the account then you dont need bank details until you buy something but you wont be able to download from the amazon app store. all you need is an email address to confirm your accont
