Yes - the PS3 is region free for games. However, the Blu-Ray player is region locked so you won't be able to watch DVD's or Blu-Ray movies. from other regions.
However, this doesn't mean that the region free for games will always be there as the games are region free at the discretion of the developers.
If for example EA decided to region lock their games, you'd have to buy the NTSC version to work on the us or jap PS3 (even tho Jap PS3 is r2).
You cannot have a Jap ps3 and play PAL (European) Blu-Ray or DVDs on it as a Jap PS3 is NTSC and European PS3s are PAL.
