D4001 Tunner help

Can some one help please.
I have finaly figure out why my 4001 is displaying 0. Tuner are showing less voltage. It should been 20 v and mine is showing 10 - 12 v.
I need to replace the tunner with better one. How can I do this? Do I need to use soldering to melt the points which are solded into the box and can be seen on the other side as raised? or is there another method of doing it.
 
It may be the tuner or it could just as likely be a failed surface mount capacitor on the main board. There is a sticky on this subject.
 
what is sticky? how can I check if capacitor is faulty?
 
A sticky is a post at the top of this room that doesn't move down the list.

Capacitors generally fail by going shory circuit, they conduct DC voltage and show a DC resistance using an Ohmmeter or continuity tester. Typically in the low Ohms range.
