You could try zenmate or hola apps if you are using firefox or chrome browser, not sure about ie.

I use Media Hint if it's geolocked, but Hola seems a more popular option round these parts.

If it's blocked by the ISP, e.g. a torrent site, there are usually proxy sites that can be found via google, e.g. unblocked.co
