Belkin router internet problems

I am trying to set up a laptop via a belkin router, there is also a pc involved. The router is working fine the pc is working fine, however, the laptop sees the router and is connecting to it but internet explorer does not find it. I have mucked around with internet explorer and tried to create a new connection about 8 million times but no joy.

Do u use WEP encryption?

I had the firewalls enabled and I had the usb connection in my modem to pc which the installation picked up on so my pc connected via the usb and the laptop was therefore seeing the network but wasn't accessing the net.
