Proxy servers can work, as can virtual private networks that have an IP assigned in the country of interest. I've used a vpn many times to access content that should only be available to US residents (mostly encryption software that the US authorities used to define as munitions)

Just as a matter of interest the BBC service was denied to a large number of VM customers just last week as a fault on the VM network made it appear that the IP's originated in Ireland.
