Are all the free VOIP services gone?

Does anyone know if there are any free VoIP services still available or have they all gone subscription/PAYG?

I've got an old hacked PAP2 box that I want to use

Most of them are still free if you call a SIP partner, but not for calls to Landline or Mobile.
