I came across the following tutorial and I thought this might come in useful for anyone who is trying to set up the logitech harmony hub with Amazon echo.
Full credit goes to the author who put this tutorial together.

"All, I have seen many posts over the last few days (thank black Friday and impending Xmas) commenting that this doesn’t work or asking how to setup, so please see the below.
I am UK based, have a dot, a harmony hub (no remote) and am using Yonomi instead of the Harmony skill which isn’t available in the UK yet.
Pre-requisites: You need to have downloaded / registered Alexa app and your Echo \ Dot. You have downloaded Yonomi on your mobile too. You have downloaded Harmony Mobile app. You need to have added Yonomi skill to alexa you need to have logged into Logitech via Yonomi app. Your harmony hub needs to be on and youll have already configured and Added your Devices. In my case I have setup my TV (Samsung Dumb TV, Virgin media TiVo box and a PS4).
Steps:
1. Open Harmony app and connect to the Hub.
2. Scroll to the bottom of your activities list and select “edit activities” and now select “new activity”.
3. choose an icon and input a name for the activity. I am going with ‘MYTV’ for this example but it doesn’t make much difference here..
4. Now in the devices selection screen, you need to select all devices you need for this activity, for me this is “SAMSUNG TV” and “TiVO” (if you have a soundbar, youll need to add this too).
5. Save the activity, and now go to edit it.
6. you should see a startup and shutdown list for this activity. Double check that both devices are selected in both lists. Test accordingly and save.
7. in harmony still, go to the main menu, select “setup harmony” and in the sub menu, select Sync. This will upload your harmony changes from the app to the cloud and your harmony hub.
Now for Yonomi:
1. Open Yonomi, click on the options icon in the top menu
2. Open Accounts and hubs
3. Select Logitech account (signing in if required)
4. Click refresh devices – this is to pull in your Harmony routines into Yonomi. -- now close the app! This failed to update a few times if i didn’t do this.
5. Relaunch yonomi and go to the Routines page.
6. Click the ‘+’ symbol
7. Add a routine name. I am calling this “Television on”
8. Under the “RUN THESE ACTIONS” box, scroll right and select the START activity as ‘MYTV’.
9. Save it.
10. Create another new routine.
11. Choose another routine name. I am calling this “Television off”
12. Under the “RUN THESE ACTIONS” box, scroll right and select the END activity as ‘MYTV’.
13. Save it.
Now for Alexa.
1. Ask Alexa to discover devices or do it through the Smart home section of the Alexa app.
2. Under Devices in Alexa, you should now see an item called “television”. This should have 2 items listed under it, Television on and television off. These are your commands and they are now ready to go.
So try, “Alexa, turn the television on” and it should work fine. As should switching it off.
A few pointers + QA’s
• Alexa doesn’t like the phrase “TV”, so use “television” instead.
• If creating commands to change channels, DO REMEMBER when creating your routine in harmony to select all devices that you need on! Ie. If you were running your ‘MYTV’ activity and had a new activity to change channel. It WILL turn off the old activity first. So if your “sky1” routine doesn’t have TV as a device and INPUT selected, it will turn the TV off! Harmony is clever enough to know that a started device doesn’t need to be turned on again if it is being used in the newly requested activity.
• If setting a routine to turn up TV volume, Do remember to not just select your TV / Soundbar, if you forget your virgin / sky box, it will turn off!!
