If you're certain you have set Secure Boot to DISABLED and you're on CSM Boot then that leaves two likely things.

First one is your usb stick, for whatever reason, isn't actually bootable under normal mode (not UEFI ). Have you got another laptop/pc you could try seeing if you can actually boot into setup mode of whatever OS you have on your usb stick. Just need to see if it's booting from usb stick. Obviously cancel any installation lol.

Maybe re-flash BIOS.

UPDATE:

Remember that if trying to install Win7, you need to ensure disable UEFI (ie disable secure boot and switch to CSM boot) and ensure usb stick is bootable for use under normal mode.

Windows 8.1 is opposite of above.

ok thats at work now, ill try that later, ive goy my old toshiba satellite pro l300...do i need to change anything in bios to see if the usb sticks boots?..

How would I reflash bios, no update bios is available for this model? It's a new model..been on Toshiba site and no bios update available...Without usb boot it would be difficult to reflash..if bios reflashing is possible..?

It depends on whether that laptop has UEFI boot or not and older ones didn't and I suspect yours would fall into this category. For testing purposes if you could just disable (if applicable) UEFI boot and switch to CSM (or legacy boot) and if you have Win7 try installing that (remember when creating bootable USB, you select 2nd option I believe (normal mode) within Rufus.

Let us know how you get on.

Created Windows 7 bootable usb...works fine on my desktop and other old Toshiba satellite pro....boots from usb..so no issue with usb stick, must be hardware related.

Also created hirens boot CD on bootable usb, works fine on my other laptop and desktop but same result on this laptop...stays on same screen...

well been at this for a day or so, no luck looks like a major hardware failiure...motherboard most likely...also noticed it gets quite warm underneath and fan stays on then the underside of the laptop gets warmer and warmer....

Sometimes the warmer issue is just bad placement of fan.

As you know the usb stick boots fine and if you can just double check that secure boot is disabled in your security tab and in Boot Mode in Advanced tab > System Configuration is set to CSM Boot.

Have you tried, after inserting your bootable usb stick for Win7, tried changing boot order so it tries to boot from USB stick first before anything else?

It is looking like a hardware issue. Is it still under warranty?
