I have a USB stick that was around 8gb so held a a season of program so I could plug into the TV.

I formatted said drive last night to clear ready to copy across my latest watch.

The USB drive now says it has a capacity of 249mb.

How does this happen and anything I can do to restire of is it dead

What does "Windows Disk Management" say regarding your drive? (you may have un-allocated space after a failed format) access it by right clicking "My Computer" select "Manage" from context menu then select "Disk Management"
you can delete any partitions there and create a new Fat32 partition that will format correctly.
 
I found [h=3]hp format utility[/h]was able sort out usb stick if they were not damaged
but you have to be careful where you download it as there are versions about full of crap that may cause other problems
 
Yes, the HP Flash Format utility is the one to try, however I fear that maybe your device is knackered :-(
 
Looks like it is busted, USB drives have an aweful read/write life-cycle on them... I've seen people trust their lifes work on those little devices just see it all disappear when it breaks
