Dell Power Problem

Ok a friend gave me her Dell Inspiron 1012 mini notebook as it won't switch on, I've tried with the battery in and out while connected to the mains, I have checked the AC adapter with my multimeter and I'm getting the 19v required, I'm wondering if the BIOS battery is flat? Would that still cause it to not power on at all? Anything else to try before I strip it down?
 
A bad CMOS battery should not make the notebook not start. It would make the laptop 'forget' the date and time. What I would look at is the power button contacts and the motherboard power contacts. Unfortunately both cannot be done without some form of taking the notebook apart. If those are okay. The motherboard may be gone.

it doesn't give any troubleshooting only strip-down and reassemble.
