setting a static ip address on windows 7

just got myself a new computer a couple of weeks back and its running on windows 7, its the first computer in the house to not have xp. I really like window 7 but I am now stuck trying to flash my dreambox which froze on me when I tried to do a scan. I cant for the life of me see how to set a static ip address? On my old computer I used to have two network cards and one of them was always set up with the right ip address and all I had to do was de activate on and then activate the other im sure this has to be so simple yet I cant get it lol
 
Open Network and Sharing Centre > Change adaptor settings (left hand column) , right click the NIC and select 'Properties' , right click TCP/IP V4 and select 'Properties' - it's otherwise the same from here
