Phone Unlocking EE ROOK Mobile Phone

I'm considering this as my first ever personal mobile, I intend buying it for £20 as a Pay as you Go with a £10 top up to start off.
Can this phone be unlocked and if so what sim would you recommend, taking into account that it will not be used on a regular basis but more as an emergency back up and a "where are you" phone.
