Parental control

A friend has asked me to set up parental control on his macbook running yosemite and dell running windows 8.1...

something ive never done, what's the easiest way to do this. I think YouTube is something he even wants blocked but I'd say he will change his mind so hoping to have it easy to change and alter what level is on control or change add sites manually with ease...he's a bt infinity customer if that helps..

on the windows laptop all he has to do is change accounts to a child account, this filters out alot of dodgy vids on youtube.

I confess I do not know much about this myself, but my bro had a 'problem' with a certain step-daughter, he managed to block most offending content by changing settings on the router. At least doing it this way would save repeating the operation on every device. Up @himher 's street I suspect...
