Depends on depth of slab mate, usually well compacted sand is a good base and you can fill joints with fine sand. Some people add some dry cement to the bedding sand and over time the moisture will leave this pretty solid.

I'd add the dry cement. Even well compacted sand will allow slabs to shift over time.
 
Assuming you go for a mix, 3:1 sharp sand to cement is good for heavy use like drives. For patios etc. add more sand, 6:1 say.

Personally, I prefer a wet mix for consistency.
