I know a daft question but what does this do please?

Give the cable scan option on older images that dont have it, thats what im told anyway.

Later images have the feature.

I have tried out the cable scan option on my box and I find it far more ineffective than just configuring the cable tuner properly in tuner settings and manual scanning, but it is easier to use with less options so I'm sure it'll serve people well
