Android Android 10 and VPN

Never come across this

got an Android 10 TV box with IPTV app from provider with built in VPN connection, when trying to connect get an error about user certificate

same app on firestick connects

so any permisisons or restriction on Android 10 devices that wont allow VPN connection

Have you tried goto your settings , Apps , select your app for IPTV and scroll down and scroll the permissions allow box ?
