Is it worth the price? Yes. But apart from surfing, it might not cut it for all your applications.
Kodi will depend on how many people are connecting to the server. Home use with a couple of devices connected simultaneously should be fine. More than a couple of devices connected at once, or hosting for friends and family over the internet, probably not.
I doubt it will cut it at all for video making/editing. I mean it will probably do it; but it will take hours to render the final edit. Core 2 Quad is pretty much 10 years old. The software for video making has moved on. Even if that unit comes with the fabled Q6600 with G0 stepping, and a low VID number; you're not going to be able to overclock it. Also these are low profile, desktop units. Assuming you're going to be using software that can take advantage of GPU acceleration to get round the age of the CPU, finding a graphics card that fits and can be powered by the proprietary PSU (often 250-330W) to make enough of a difference, is going to be difficult.
