Is this a Ghost?

My brother inlaw captured this image on his cctv camera at home when he was away for a few days. He took another picture a minute later and figure which looks like a man wasn't there. He lives in Peterborough in one of those new build houses. That looks like a ghost to me what do you think? My sister shit scared to go back to her house after this and its not helping with me winding her up.
