Phone list only phone

Can anyone help, I am looking for a phone that will only dial numbers which are programmed into a phone list and to be able to disable direct dialing from the phone. Cordless would be preferrable but not essential. Is there such a phone or has anyone come across something similar?

aint this a basic setting on mobile phones? i think its called fixed dialing? usually in the settings menu (with call diverting, call barring, etc), if you mean a landline phone then im sure this is available too, might have to contact provider thou.
