Maybe the speed on which the ecm is received. 28.2e ecm times i get are arond 0.15ms to 0.2ms. In cccam it use to tell you how many hops the card was away.
Even Cache servers can make ECM times look like they have Locals, it is very hard to test but a true local would be 100% low ECM and Glitch/Freeze Free
