If that is the frequency for that transponder in your area AND if those channels are on that transponder, then Yes.
I cannot help. I am most probably not in your area (and you didn't say what area that was!!)
If e4 does not appear in your all services list following a manual "fast" network scan all you can do is try an automated scan and hope the new e4 transponder is in the list of frequencies in your cable.xml.
If that doesn't work you could try to FTP an updated cables.xml file with more transponder frequencies for it to try.
Failing that post your location and some kind soul might tell you.
Cannot help with the e4 transponder frequency as that is not my area.

All I can help with is the manual "Fast Scan" values for London East.
Default transponder frequency is 666
Symbol Rate is 6952
You might need to play with the INV to get LOCK & SYNC (which indicates a transponder present). If your symbol rate is generally something other than 6952, then my info about default transponder frequencies in uk areas must be out of date.
All indications are a fast scan on the "default transponder frequency" yields better results.

Either you don't live in the "London East" ex. C&W cable area or my info is out of date.
Is 6952 the normal symbol rate for your area? (Just look at Menu->Information->Page3 on a working channel).

You ask someone in your area with a box with working e4 what the transponder frequency is in your area. Probably your only hope.
I have several channels listed along the lines of "DL 2100 Samsung Gl". In my area these are on the "default transponder".
If these exist in your "all services" list you can select one, then perform a fast scan from there.
