can I burn a disc with windows and reinstall my mac o/s without any probs

MacBook Air's don't have DVD Roms.

if it's recent, boot to the recovery partition and re-install from there.

well t be honest its no my mac its a friend of mine and he says he has deleted some files
by accident and cant get into it now all that happens is a flashing question mark folder
 
The flashing question mark means that it can't find the operating system, but I doubt if he could have deleted files from the recovery partition by accident.

If he holds down command-R during boot he should be able to access it.
 
im sure he said he has don this and still cannot access anything just gets the same thing all the time
 
@nara is right, missing O/S or hard disk chuffed. Can't of been done by just deleting a few files, it's like the whole hard disk has been re-partitioned.

Turn it on, at the 'bong' press and hold 'ALT' - see if it brings up any other boot options.

I have a Mac Air 2012 model, and i was able to re-install OSX without any discs straight over wi-fi, took about 45 mins, superb, let me know if you want to know how. I was even able to erase the HDD, and then install over wi-fi, straight from Apple's servers...
 
If it's a 2012 onwards model, the drive may have failed, Apple are doing a recall and replacement programme as it's a known problem.
