net::ERR_CONNECTION_REFUSED (Android)

I have a samsung s3 but I keep getting net::ERR_CONNECTION_REFUSED while browsing either WIFI or data roaming on certain pages.

For instance I wanted to dl the lottery app, so I open the browser or chrome and go to the official lottery app download page , hit download button then I get:- net::ERR_CONNECTION_REFUSED. This also happens if I'm on a page with a link and hit the link.

I'm not sure if I have hit something in chrome settings or nova settings I can't remember but it's pissin me off no end.

could be hosts file, firewall, chromes silly data saver..
