does jungleflasher still not work 64bit ?

you just need to put windows 7 into test mode ,it will not work, if you do not do that bit

my problem is i follwed the instructions or so i thought but i cant find a way to load the portio64 ?

It loads it on the fly, for Win7 you have to temp sign the drivers.
