BIOS/UEFI new pc not booting into bios

I have bought a chip from fleabay, i have also bought some second hand ddr3.

Chip in and ram in i don't get any lights on the pc.
If i press the on switch the fan spins once and thats all.

If i remove the ram, and reset cmos, fan spins again the same.

Anything i can check, i don't have any more ram the same or a cpu the same?

Have a spare psu, but it has a wider socket, so can't test that either?

Pc was second hand also.
Its a shuttle sh61r4

Also can't see any lights on front of the pc or on the motherboard when powered up, if there should be.
 
have you not got a little speaker connected to your motherboard m8 ?

if yes just leave the ddr3 memory out and see if you get any error beeps coming from the pc , if yes its your memory .....

if nothing it could be a duff power supply , them after that cpu motherboard ?
 
i can't see any speakers connected to motherboard, so can't hear any beeps. I done a search on where to connect one but couldn't find anything.

Found a schematic for the power supply, will have to check voltages in the morning.

Done the paperclip test on psu and nothing.

After some jiggerypokery i managed to temporarily get another psu to boot it into bios. So need another psu.

Couldn't test any further as the new one has sata connections and what i was using didn't.

Can see memory and cpu in bios, so now need to source a cheap psu that will fit into it.
