hdd showing wrong size

i have 2 hdd and i was told one was 40 and the other was 20 but they dont show up as that does anyone know why? its close enough to what i was told ie 40 gig = 37.2gig and the 20gig = 18.6 gig thats nearly 4 gig that i have lost never even noticed help please
 
Some hard drive manufacturers work out the capacity of drives different to your operating system. In Windows 1K is 1024 bytes and 1 Meg is 1,048,576 bytes, but to most hard drive manufacturers 1K is 1000bytes, 1g is 1,000,000bytes. So if you divide 40,000,000 by 1,048,576 you get 38.14 (a loss of 2 gig to me and you).
Also I think a small portion of space is lost in formatting the drive as well but its quite normal. My 120g shows up as 114g and my 40g shows up like yours as 37.2g
