It's the rain between dish and satellite that is causing interference. Unless you can block the rain between dish and satellites (in space), nothing you can do.
Could I suggest summat, not that I know sh*t anyway but, if you have bad weather (that would likely reduce your signal) then covering the lnb is not likely to increase your signal?
Or is my understanding completely silly?

It's a well known trick here in Spain that if you put a plastic bag (supermarket type, not a bag for life!)
over your LNB the TV screen will tend to break up less in the rain and we are on the fringe of anything from 28.2E.
