Can you remove the gauze/stopper in fuel filler cap line ?

Hi

Want to drain out my Vaux Combo 1.7d van but theres something stopping me at the filler point.

I tried undoing the 2 lines underneath the car, one direct from tank but it just dribbles out, even while turning engine over ?
