Spain 'allowing' pirate DTT channels

It is well known that Spain is one of the countries where piracy is expected and television is no exception. Now Impulsa TDT, the association for the implementation of new television, has warned this is the only European country allowing this fact.

Eladio Gutiérrez, the association's president warned said the government should be helping solve this situation. Impulsa's president also explained "there are already pirates in digital broadcasting and this situation affects the whole television system in a very serious way. When someone in his house can waste his time watching outlawed channels I think this has a big impact on all the citizens."


Gutiérrez said this only happens in Spain since in the rest of Europe or in the United States the regulation in the use of the radioelectric spectrum is "much more serious", according to him.


Impulsa's president accused the central government and the regional governments of not working to end this situation to turn it into something fundamental for the audiovisual system to be able to work under the legal terms.


On other subjects, Gutiérrez reminded the process of implementation of tne new television will not end with analogue switch on April 3, 2010 because due to a directive from the European Union, all broadcasters will have to abandon their frequencies so freeing the band for mobile telephony. This will be a much more difficult change to explain to citizens and an expense near €1,200 million. The government has allocated extra money for this transition to happen successfully.


But this change will also mean viewers will once again have to reorganize and retune their channels in their decoders.


UTECA's general secretary Jorge del Corral – UTECA being the association gathering all the national private TV channels - said the second digital transition will be paid by the telecommunications corporations, although he also critiziced the fact that "someone will say these expenses will be paid by the mobile telephony users".


Del Corral critiziced "the present DTT Spanish audiovisual model which won't be able to maintain itself since there are too many public signals that the local and regional governments ask for in order to be able to have up to two to three muxes. This can be profitable in the long term".
