It might be a virus!!
The reason i say this, is my mate had a similar problem a few months back and after a quick scan with Malwarebytes and a clean up, it sorted this problem.
He never maintains his system tbh and has lousy security.
I would download malwarebytes and give it a scan in safe mode.
